feat(wikijs): scaffold app with ceph-rbd persistence
- Fix helmrelease sourceRef name (requarks -> wikijs)
- Add kustomization.yaml with configMapGenerator for values
- Populate values.yaml: traefik ingress, ClusterIP service, PostgreSQL on ceph-rbd
- Register wikijs in apps/kustomization.yaml
